Taiwan Semiconductor Young Talent Fellowship

About the Taiwan Semiconductor Young Talent Fellowship
To meet the demands of the international semiconductor industry, navigate current research and development trends, support national policies, and promote substantial academic collaboration with domestic universities, the Taiwan Semiconductor Research Institute (hereinafter referred to as the TSRI) initiated a young semiconductor talent selection program in 2024 to offer the “Taiwan Semiconductor Young Talent Fellowship.” This program aims at developing talent needed in the semiconductor research field to maintain Taiwan’s competitive advantage in the high-tech industry.
 
Fellowship Description
The TSRI will grant each winner a fellowship ranging from NTD 240 thousand to NTD 600 thousand on an annual basis during their study period based on their participation in training. The fellowship lasts for at most seven years. (Fellowship recipients are not allowed to receive allowances or work remuneration from the TSRI or other institutes subordinate to the National Applied Research Laboratories.)

The TSRI will grant a “Taiwan Semiconductor Young Talent Award” at the VLSICAD Symposium.
  • Advisors
The advisors of winning students may be engaged by the TSRI as adjunct researchers or jointly appointed researchers.
 
Application and Review
  • Qualifications and quota
  1. R.O.C. or non-R.O.C. full-time PhD students who study at universities and colleges that have entered into an academic collaboration agreement with the National Applied Research Laboratories and whose dissertation topics are related to semiconductor research (including PhD students-to-be who have been granted admission and excluding persons who have enrolled in continuing education programs, on-the-job postgraduate programs, or extension education programs or participated in any form of continuing education while being in employment). Those topics involving the TSRI’s prioritized key research fields for the current year are preferred. The TSRI’s prioritized key research fields for 2024 are shown below:
    1. R&D of quantum computing devices, processes, and circuits
    2. R&D of silicon photonics devices, processes, and circuits
    3. R&D of heterogeneous integration processes and circuits
    4. Design of chips related to emerging smart and energy-efficient applications
  2. A maximum of 10 students may be granted fellowships in 2024.
 
  • Application and review
  1. There will be two application periods in 2024:
    1. 1st application period: From today to January 31, 2024.
    2. 2nd application period: July 1, 2024 to July 31, 2024. (The periods are tentative. For the actual dates, please refer to announcements on the TSRI’s website)
  2. Please prepare the following documents as electronic files and e-mail them to Ms. Hsu from the Director-General’s Office of the Taiwan Semiconductor Research Institute (at annahsu@niar.org.tw). In case of failure to complete application documents in accordance with the application regulations or to submit all required documents, corrections must be made within the specified time frame, or the application will not be accepted.
  1. Application Form (Attachment 1)
  2. Resume (including a summary of club activities or extracurricular activities)
  3. University and graduate school transcripts
  4. Doctoral research project proposal
  5. Brief description of master’s thesis results (not required for those directly admitted to PhD programs. Other research results may be used in lieu of these results).
  6. Electronic file of the master’s thesis (not required for those directly admitted to PhD programs. Other research results may be used in lieu of these results).
  7. Advisor’s recommendation
  8. Other information that is helpful for application review (conference or journal papers, awards or certificates)
  9. Notice and Authorization Form for the Utilization of Award-winning Information, Activity Photos, and Personal Information (Attachment 2)
  1. For every application, professionals in relevant fields will be invited to conduct a written review as the first stage. Applicants who pass the review will be notified for a second stage interview.
  2. A written notice will be sent to winning PhD students and a list of winners will be posted on the TSRI’s website.
 
Obligations
  1. Winning PhD students are required to study and conduct research at the TSRI (at least 2 days a week).
  2. The TSRI may appoint researchers in relevant fields to serve as a co-advisor of winning PhD students for their dissertation and may require that the students jointly engage in research projects and regularly report project progress.
  3. Winning students participating in the TSRI’s research projects shall indicate their relationship with the TSRI in their published research reports and papers. If intellectual property rights are involved, the distribution of the rights is negotiated separately.
  4. The TSRI will evaluate winning PhD students based on their performance in research projects, school grades, etc. If they receive a poor evaluation result and it is determined that the purpose of talent development cannot be fulfilled or they commit a serious violation of laws and regulations or the TSRI’s regulations, their fellowships may be terminated immediately.
